The Government decrees to set up State Register of Livestock, establishing the modalities of keeping thereof, access to the data and information contained therein, the procedure for registration, amendment and removal of information and data therefrom. State Register of Livestock shall be public register kept and updated with a view of registration of livestock, identification of livestock and owners of livestock. State Register of Livestock shall be kept by the Ministry of Agriculture, Regional Development and Environment. The owner of State Register of Livestock shall be the state that implements the right of access to and management of data and information contained therein. Service of information technologies and cybersecurity shall be the administrator of State Register of Livestock. The owner delegates the following powers to the administrator: (a) registration, updating of data on livestock; (b) design, construction, implementation, operation and keeping State Register of Livestock; and (c) security, protection and integrity of data. The following information shall be inserted in State Register of Livestock: (a) natural persons; (b) legal persons; (c) objects; (d) livestock; (e) means of identification of livestock; (f) documentation related to livestock; (g) applications for marking and identification of livestock, including transport thereof; (h) individual certificate for livestock; and (i) record forms of identification, transportation and declaration of transactions (F1, F2 and F3).
