Branch program for the development of aquaculture (fishfarming) in the Russian Federation for the period 2015-2020.

This is multi-sectoral Branch program, which involves the Ministry of Agriculture and Federal Agency for Fishery. It shall be applicable to the whole national territory. The scope of the program is to create conditions for the integrated development of commodity aquaculture (commodity fishfarming). It shall be applicable both to aquaculture and to mariculture. The objective of the program is to increase the output of aquaculture products. Program arrangements include: (a) subsidies for breeding pedigree fishfarming species; (b) performance of veterinary, sanitary and medical preventive arrangements in aquaculture (fishfarming); (c) investments in modernization and construction of new aquaculture facilities; (d) applied research related to aquaculture (fishfarming); (e) fishery amelioration in ponds, which are out of use for technical reasons, and putting into operation thereof. Aquaculture is considered to be an important resources for replenishment of food reserves. In stabilizing and ensuring the growth of aquaculture products, a huge role is assigned to the following directions: (a) provision of fishfarms with high-quality, highly productive breeding material; (b) optimization of technological regimes of growing aquaculture species; and (c) improvement of technological methods of protecting aquaculture from diseases, which will significantly increase productivity and reduce feed costs. Commodity aquaculture (commodity fishfarming) in the Russian Federation in accordance with the principles of organization and means of production is an integral part of the agricultural sector of the country's economy. Aquaculture (fishfarming) s integrated with the breeding of waterfowl, various agricultural crops through the introduction of turnover of fishfarming and crop cultivation (growing crops on the bed of ponds during their summer drying). The increase in the volumes of aquaculture production in peasant farms has, in recent years, increased the role of aquaculture (fishfarming) in the rural economy in providing the population with food products of animal origin, increasing labor employment and the profitability of rural residents. To ensure the growth of production of aquaculture products, it is planned to perform the following arrangements: (a) increasing the competitiveness of aquaculture products by introducing new promising domesticated species and fish breeds that ensure maximum utilization of the production potential of water bodies; and (b) annual complex of antiepizootic measures in fish farms for the prevention and elimination of particularly dangerous and subject to application of quarantine fish diseases in accordance with the requirements of veterinary legislation. The growth of stocking material of aquaculture and fish productivity of ponds will surely affect the growth of aquaculture production volumes in subsequent years. Actually the three fishfarming species - silver carp (Hypophthalmichthys), grass carp (Ctenopharyngodon idella) and European carp (Cyprinus carpio) – are dominating on internal market because of accessible price and high nutritional value. It is envisaged to include such aquaculture species as tench (Tinca tinca), pike (Esox lucius), pike-perch (Lucioperca), silurus (Silurus glanis), and Atlantic salmon (Salmon) in the State Register of Protected Selection Achievements. The development of selection and breeding practice, the introduction of breeding material according to the projected volumes, will provide an increase in aquaculture production in pond and industrial aquaculture to 10%.
