Resource reserve “Byas-Kuel” shall be classified as national nature reserve – protected area. Resource reserve “Byas-Kuel” shall perform the following functions: (a) creation of conditions for protection, replacement and reproduction of biodiversity; (b) scientific research and ecological monitoring; and (c) propaganda of nature protection. The following activities shall be prohibited on the territory of resource reserve: (a) hunting for wild ungulates, fur-bearing animals, upland fowl and waterfowl; (b) water resources management and any activity modifying hydrological regime of surface water and groundwater; (c) construction and placement of industrial facilities, high-voltage lines and main pipelines; (d) exploration and mining; (e) timber extraction; (f) traffic and parking of motor vehicles outside public roads; (g) construction of tourist stations and tourist infrastructure; (h) burning of vegetation; (i) application of pesticides, fertilizers and nutrients; (j) collection of various specimen; (k) transit and stay on the territory of extraneous persons without prior authorization by the regional Ministry of Environmental Protection; (l) pollution by domestic and non-domestic waste; and (m) any activity damaging the state of natural complexes or contrasting the objectives of resource reserve. By agreement with the regional Ministry of Environmental Protection can be authorized the following activities: (a) traditional nature management (horse breeding, livestock breeding, haymaking, collection of wild growing berries and mushrooms); (b) licensed fisheries within established quota; (c) limited collection of medicinal plants; (d) fee-paid artisanal fishing and hunting; and (d) in some case regulated environmental tourism.
