These Rules are enacted to handle and issue fishing moratorium awards for fishing vessels. The examination and approval of fishing moratorium awards shall be handled by the municipality directly under the Central Government or the county (city) government of the place where the fishing vessel is registered. The applicant for the fishing moratorium award shall be a fishery operator with a specific fishery licence and meet the conditions prescribed in Section 3.
