This Decree, consisting of 30 articles, regulates the Cooperative Revitalization Programme of the State of Rio Grande do Sul (RECOOP/RS) created by Law No. 13.865 of 28 December 2011, and the Guarantee Fund for Agricultural and Livestock Cooperatives of the State of Rio Grande do Sul, created by Law No. 13.863 of 28 December 2011. Cooperatives for agricultural, livestock, agro-industrial, aquaculture and fisheries productions, called 'Cooperatives Agropecuárias', as well as their respective plants, are beneficiaries of the Programme RECOOP/RS and the Guaranty Fund for Agricultural and Livestock Cooperatives, headquartered in the State of Rio Grande do Sul. The programme, coordinated by the Department of Rural Development, Fisheries and Cooperatives (SDR), aims to promote the economic and financial recovery of the cooperative sector, by means of asset restructuring, financial reorganization and modernization of the agricultural cooperatives.
