This Decree, consisting of 13 articles, creates the the Food Security Programme "Prato para Todos", within the State of Rio Grande do Sul. The Programme has the objectives of assisting in food security through provisions of food and nutritional education for low income families, constituting a Public Food and Nutrition Security System (Food Bank). The specific objectives of the Programme are: organizing collections and promoting the distribution of donated foodstuff; carry out educational actions for the integral use of food; promote and combat food waste; stimulate sustainable nutrition; and promote and disseminate the principles of food and nutrition security and the human right to adequate food. The Programme will be implemented through voluntary donations of food received from producers and wholesalers of CEASA/RS, companies and private entities, public agencies and other public or private programmes supporting this public policy.
