This Governmental Decree establishes that produce subject to quarantine inspection transported in hand luggage and passenger luggage in violation of the rules of import established by the legislation of Eurasian Economic Union and by the legislation of the Russian Federation, as well as prohibited for importation, shall be subject to return or to destruction at the expense of its owner. When passengers are found in hand luggage and passenger luggage produce subject to quarantine inspection or temporarily prohibited for import due to restrictions, authorized officials draw up a quarantine report of phytosanitary control (supervision) according to the approved decision by the Commission of the Customs Union that shall be handed over to the natural person. Annex I contains the form of log for registration of produce subject to quarantine inspection transported by natural persons and adopted decisions in relation thereto.
