These Measures are formulated in accordance with the Mineral Resources Law of the People's Republic of China and other laws and regulations, aiming to strengthen and improve the administration of mineral resources planning, make overall arrangements for geological exploration as well as the development, utilization and protection of mineral resources, and promote the scientific development of China's mining industry. The Measures consist of 5 Chapters: General Provisions; Formulation; Implementation; Liabilities; Supplementary Provisions. The Ministry of Natural Resources shall be responsible for the management and supervision of mineral resources planning throughout the country. Mineral resources planning include overall planning and special planning. The Ministry of Land and Resources shall be responsible for organizing the formulation of national overall plans on mineral resources and special plans on mineral resources. The mineral resources planning as prescribed in Article 27 shall be approved by the Ministry of Natural Resources, including: (1) National-level mineral resources special planning; (2) Provincial-level mineral resources overall planning and mineral resources special planning; etc.
