These Measures aim to speed up the control of small and medium-sized rivers, standardize the of small and medium-sized rivers control projects and fund management, improve investment efficiency. Small and medium-sized rivers control projects refers to the comprehensive control projects that are carried out to improve the flood control and disaster reduction ability of key sections of small and medium-sized rivers, guarantee regional flood control security and food security, and take into account the ecological environment of rivers. The central government shall set up a special fund for the management of small and medium-sized rivers to support the management of small and medium-sized rivers. The management of the special fund shall be open, fair and just, subject to public supervision.
