These Regulations amend the Environment Act 1995, the Hazardous Waste (England and Wales) Regulations 2005 and the Persistent Organic Pollutants Regulations 2007 so as to provide with respect to the coming into effect of Regulation (EU) 2019/1021 of the European Parliament and of the Council on persistent organic pollutants. In the Environment Act 1995, reference to EU legislation is changed accordingly, whereas in the Hazardous Waste (England and Wales) Regulations 2005 Schedule 8 is replaced by a new Schedule (Form of consignee’s return to producer or holder). The Persistent Organic Pollutants Regulations 2007 are amended in various provisions so as to reference to Regulation (EU) 2019/1021 of the European Parliament and of the Council on persistent organic pollutants. Those provisions concern, among other things, production, placing on the market and use of specified, stockpiling and waste management.
