These Measures are enacted to regulate water administrative punishments and guarantee and supervise the effective implementation of water administrative management. The competent water authorities of the people's government at or above the county level may, within their statutory authorities, entrust a full-time law enforcement team or other organizations of water administration supervision that meet the conditions specified in Article 11 of these Measures to implement water administrative punishments.
