These Provisions stipulate the establishment of the Ministry of Civil Affairs. The Ministry of Civil Affairs should strengthen the function of people's basic livelihood security, provide basic social services for special groups such as the poor, the elderly, the orphans and the disabled, and promote the mobilization of resources to weak areas, fields and links. Actively cultivate social organizations, social workers and other multiple participants, and promote the establishment of grass-roots social governance and community public service platform. The main functions of the Ministry of Civil Affairs include: Formulate social assistance policies and standards, coordinate the construction of social assistance system, and be responsible for the minimum living security for urban and rural residents. Formulate policies for the construction of self-government and community governance at the grass-roots level in urban and rural areas, guide the construction of urban and rural community governance system and capacity building. Formulate policies and standards for the welfare of children, the protection of orphaned children, and child assistance and protection, and to improve the care service system for left behind children in rural areas and the protection system for children in difficult situations.
