This Plan is formulated in accordance with the Wetland Conservation Act for the purpose of conservation and utilization of national wetlands of importance in the Tamsui River Basin. The eleven important wetlands in the lower reaches of the Tamsui River Basin are connected to form important wetland ecological corridors in the Tamsui River Basin. The plan aims to nurture the urban wetland ecological environment and create a multi-environment education base for the development of important wetlands in the Tamsui River Basin. The Plan include: （1） Haikou landscape maintenance, Haikou is the important wetland on the North Bank of Taipei Port; （2） Mangrove forest ecological management; (3) Experience base of environmental education based on the scope of five important wetlands, by establishing long-term maintenance and management mechanism and slowing down artificial facilities; (4) Urban water purification; （5）Waterfowl ecological conservation.
