The Regional Waste Management Plan 2015 for the Autonomous Region of Valle D’Aosta has been approved via Resolution of the Regional Council No. 1653/XIV of 16 December 2015. The Plan is structured in four distinct Volumes. Volume I is on Urban Waste, Volume II on Special Waste, Volume III on Contaminated sites and Asbestos and Volume IV is the Regional Program of Waste Prevention. Volume I, Urban Waste, from Section I to IX presents information on the evolution of the waste management planning (Chapter II), the strategic reasoning for the plan update and the in-force waste management legal framework (Chapter III and IV), description of the regional setting including population size, morphological, geological and climatic aspects (Chapter V), report on the current waste management system (Chapter VI), data on the historical evolution of urban waste production in the Region (Chapter VII) and its composition (Chapter VIII). At Chapter IX the Plan describes the methodological approach for the Plan. The objectives are listed under Chapter X, and they are: 1) reduce the amount of waste delivered to the public service by individual users; 2) strengthen and improve separate collection; 3) create a treatment plans system that is environmentally and economically sustainable, able to maximise the recycling and recovery, minimising the disposal of waste in landfills and maximising the residual autonomy of existing regional landfills. The actions recommended by the Plan are: 1) Adoption of measures to prevent and reduce the production of waste; b) Reorganisation of the urban waste collection system; c) Adoption of disciplinary tools for incentives / penalties; d) Development of a plant systems able to manage the waste streams; e) Identification of the future organisational and management model to be implemented by the 1st January 2018. Volume II, Special Waste, at Chapter I recalls the legal framework that lays down the discipline for special waste, at Chapter II the evolution of the waste management planning, at Chapter III describes the special waste production framework and focuses on most significant types if waste such as special waste sent to be incinerated, inert special waste, dangerous and non-dangerous special waste, wet sludge, mud and other liquid organic waste. Chapter IV describes the current plant system to investigate its potentiality in relation to each type of waste. Chapter V reports on waste flows and brings the reflection on possible system needs bearing in mind the proximity, and plant system specialisation principles for the disposal of special waste. Chapter VI provides details on the treatment and disposal plants system managing the main waste flows in the Region. In regard to Special Waste the Valle D’Aosta’s regional strategy is to potentiate and reinforce the consolidated waste management and plants system, and to continue exporting certain types of waste outside of the Region. The Plan outlines specific actions for each plant and prevention actions in particular for inert waste. Volume III, Contaminated sites and Asbestos, recognises that the priority for the Region is currently ensuring safety of sites where industrial and urban waste is accumulated and confirms the strategic importance of the contaminated sites register.
