The Regional Urban Waste Management Plan for Puglia 2013 was approved via Resolution of the Regional Council N.959 of 13 May 2013. The Plan is divided into Part I where is presented the current waste management and legal and situation, the waste data and plant organisation and the demographic and socio-economic considerations in relation to waste flows and waste management and the analysis of the costs. Part II includes the actual Waste Management Plan, and it dedicates a Chapter for each of the Plan objectives: 1) Reduce waste production - the Chapter shows the planning measures aimed at minimizing the quantity of waste produced, and organises them in three macro areas of intervention that are aimed at producing effects on: the general conditions relating to waste production; on the design, production and distribution phases of goods and services; and on the consumption and use of goods phase. Quantitative reduction targets, timing estimations and monitoring indicators are also developed taking into account the need to remove the link between economic growth and the environmental impact cause by waste production. 2) General criteria for identification of landfill/treatment plants sites and of lands not suitable for this. 3) initiatives to fasten up the achievement of differentiation, recycling and recovery such as the program to reduce the disposal of biodegradable waste in landfills, reorganisation of waste catchment areas and transport cost analysis. 4) actions to strengthen the waste management plant system through the identification of possible scenarios to manage organic waste, through measures aimed at maximising urban waste recovery and adding value to the public management system, through the new treatment system for undifferentiated waste and a reorganization of the waste catchment areas and services. 5) An evaluation and comparison among the available technologies for the energy recovery from solid urban waste. 6) A cost analysis of the new planning initiatives.
