Regional Waste Management Plan 2014-2020 (PRGR).

The Regional Waste Management Plan 2014-2020 (PRGR) comprehensive of the Polluted Site Management Program - PRB for Lombardia was approved via Resolution of the Regional Council No. 1990 of 20 June 2014 in conjunction with the Strategic Environmental Evaluation and other related documents. The PRGR is divided into III Titles, the PRGR Report, Implementation Rules, and Annexes. Title I is organised in 4 Sections, Urban Waste, Special Waste, Program to reduce biodegradable waste disposal in landfill, and Regional Packaging Management Program. The Implementation Rules has VI Titles, 24 Articles and 2 Annexes. At the same the Polluted Site Management Program is divided into PRB Report and Implementation Rules, in addition to Maps and Annexes. Regarding Urban Waste the PRGR Report and Implementation Rules (Art.2) establish objectives that go beyond what listed by the national and communitarian discipline on waste and identify several subsets for each of them with the overarching aim of breaking the link between Urban Waste production and macroeconomic variables. The objectives are: 1) Reduce waste production; Maximise recycling as total amount for the region, in relation to specific types of waste, to achieve a standard model of recycling across the region, increasing the recycling centres; 2) Maximise energy recovery as a total amount in the region and in relation to specific types of waste, zero recoverable material disposed in landfill, zero dust from incineration; 3) Treatment Plants Management – maintenance of already achieved self-sufficiency for Urban waste treatment, improve incineration plant and promote co-incineration, improve plants for recycled waste treatment. Further strategic objectives are identified, and they are related to promotion of unit-based pricing, involvement of citizens in the waste management, favour systems that are less emissions, promote second-hand use market, and better control on illegal activities. Implementation Rules, Art 3 presents the implementation instruments to achieve the listed objectives: a) the actions laid down in the Regional Program of prevention of waste; b) a homogenous model for collection and recycling; c) education campaigns; d) economic and financial incentives; e) governance instruments; f) environmental tax; g)guidelines to improve plants performance; h) a regionally manged system of incineration plants; authorizations Art 4, Implementation Rules, concerns Special Waste objectives and instruments of implementation and recalls the PRGR Report (Chapters 15, 16, 17, 18, and 19) as it develops in details the discipline for specific special waste types, and includes the Program to reduce biodegradable waste disposal in landfill and Regional Packaging Management Program. The Polluted Sites Management Plan strategies of intervention are: a) definition of priority of intervention and planning; b) development of a coordinated action at Regional level for the promotion of rehabilitation and restoration of polluted sites; c) recovery and restoration of contaminated areas; d) management of produced waste from polluted sites treatment; e) management of diffuse pollution.
