This Governmental Decree establishes that Ministry of Health of the Russian Federation (in relation to therapeutic mud, mineral drinking medicinal, medicinal table, mineral natural table water), Ministry of Agriculture of the Russian Federation (in relation to agricultural and food products, excluding mineral drinking medicinal water, except for table mineral water, liquors and alcohol-containing beverages) and Federal Service for Regulation of the Alcohol Market (in relation to liquors and alcohol-containing beverages) shall be competent institutions authorized to issue: (a) conclusion that within the boundaries of geographical location the applicant produces commodities, the special properties of which are exclusively determined by the natural conditions characteristic of a given geographical object and (or) human factors; (b) conclusion that within the boundaries of geographical location the applicant produces goods with special properties specified in State register of geographical indications and names of places of the origin of goods of the Russian Federation; (c) conclusion on the disappearance of the characteristic for geographical object of conditions and about the impossibility of producing goods that have special properties specified in State register of geographical indications and names of places of the origin of goods of the Russian Federation in relation of which the appellation of place of the origin of goods is registered; (d) conclusion that the applicant produces goods with special properties specified in State register of geographical indications and names of places of the origin of goods of the Russian Federation related to the application for the extension of the validity period of the exclusive right to an appellation of origin; and (e) conclusion that confirms the validity and necessity of making changes in information related to state registration of appellations of origin.
