This Regional Decree regulates the issues of formation of natural protected areas of regional significance. It shall not be applicable to legal relations concerning acknowledgement of territory as healthcare or resort of regional significance. Authorized regional state executive body for examination of proposals for the acknowledgement as protected areas of regional significance shall be: (a) Regional Ministry of Natural Resources and Ecology for natural parks, nature monuments, dendrological parks, botanical gardens, territories of traditional living of small-numbered indigenous peoples of the North, Siberia and Far East of the Russian Federation living on the regional territory; (b) Regional Forest Ministry for state nature reserves; and (c) Regional Tourism Agency for recreational protected areas of regional significance. Protected areas of regional significance shall be formed and acknowledged in accordance with proposals of public authorities, local government, municipalities, legal entities and natural persons. Territories of traditional living of small-numbered indigenous peoples of the North, Siberia and Far East of the Russian Federation shall be formed and acknowledged in accordance with proposals submitted by the representatives of the aforesaid peoples and communities thereof.
