The National Recycling Strategy and Action Plan is a national policy with a cross-sectoral approach. The timeframe of the policy is 4 years between 2014 and 2017. The overall purpose of this Strategy is to integrated waste recycling into all economic sectors in order to ensure sustainable use of natural resources and protection of the environment and human health. This policy lays down strategies for public awareness-raising at all levels on recycling, such as adding recycling into school curricula, carrying out projects for waste separation at homes, preparing guidelines and using mass communications, enhancing the capacities of the instructors and institutions at the national and local levels, providing education to experts on environmental health, protection of the environment, and environmental control in the academies, and setting occupational standards and requirements in the field of recycling. The legal framework on recycling, reuse and waste collection/separation will be strengthened. Standards specific to the activities of the businesses operating in the sector will be determined to reach more efficient facilities and to create healthy working conditions. A new legislation will be enacted regarding the establishment of waste collection centers in order to ensure that the recyclable wastes are collected separately at the source without mixing with other wastes and that they are left for recycling and/or disposal. Studies will be carried out to include mobile systems to be used in the legislation in order to ensure the recycling of wastes within the framework of the relevant legislation. The evaluation of the mobile recycling facilities will be carried out by taking into account the environmental conditions in terms of the application of environmental permits and licenses. Studies will be carried out to support the production of biodiesel from waste vegetable oils. Furthermore, legislative studies will be carried out for the evaluation of biodegradable wastes and for the use of industrial wastes as alternative raw materials or fuel in another sector. In order to promote an effective waste management, environmental legislation will be periodically reviewed and updated when necessary. Infrastructure will be developed for waste recycling in an effective manner. Systems will be developed to ensure the efficient collection and transportation of recyclable wastes separately at the source, by the municipalities and by the licensed enterprises contracted by municipalities. Model programs will be created by examining the practices of leading countries and institutions that have come to the fore in recycling in the plastics sub-sector. The best technologies for obtaining base oil from waste oils will be disseminated to increase the product quality to be obtained from waste oils and to improve the environmental effects of the technologies to be used. A feasibility study will be carried out and suggestions will be developed for the appropriate studies by examining the applications for the recycling and reuse of the wastes arising from the livestock and poultry farms, as well as by examining the practices on the recycling of composites at the global level. Cooperatives for recycling will be established and developed, and training and research and development activities will be carried out. Moreover, financial support will be provided in the field of recycling. Dissemination of R&D studies and technology transfer projects and practices regarding recycling technologies will be supported. Savings of municipalities in transportation, disposal and storage area costs will be spent on recycling activities. An effective inspection system will be established through registration of waste generation. The capacity and number of personnel to carry out inspection/control/monitoring activities within the scope of environmental legislation will be increased for the effectiveness of these processes. An administrative registration system will be developed to create an inventory on the basis of waste generating facilities, recyclable waste information, collection-separation, recycling and processing facilities. Implementation and inspection mechanism will be strengthened in order to eliminate informality in recycling.
