These Rules, consisting of 37 Articles, are enacted in accordance with the Air Pollution Control Act. Article 4 and 5 provide for the responsibilities of the central competent authority and special municipality, county and city competent authorities for air pollution control. Total quantity control plans in Article 10 of the Air Pollution Control Act shall include analysis of current environmental status and issues, plan objectives and schedule, air pollution control strategy, funds required each year to carry out the plan, and other total quantity control matters.
