State natural reserve of regional significance “Nizhnepechorsky” is a territory of special importance for the preservation and restoration of natural complexes and their components. Declaration of the territory of the reserve is made without expropriation of land plots from tenants, landowners and possessors of land plots. On the territory of the reserve shall be prohibited activities contradicting purposes of its creation or damaging natural complexes and their components, including: (a) allotment of land plots for construction, except for cases envisaged by this Regulation; (b) construction of buildings and structures, roads and pipelines and other communications, except for cases envisaged by this Regulation; (c) blasting operations; (d) application and storage of pesticides, mineral fertilizers; (e) geological exploration and mining; and (f) hunting for elk. The following activities shall be authorized on the territory of the reserve: (a) traditional management of natural resources by representatives of small indigenous peoples of the North; (b) grazing of domesticated reindeer in accordance with the project of the organization of reindeer pastures; (c) procurement of green forage for cattle in hayfields allocated by the main land user; (d) traditional activities (picking mushrooms, berries, grazing); (e) recreational and sport fishing in accordance with fishing rules; and (f) recreational and sport hunting in accordance with hunting rules.
