This Planning Outline is a programmatic document guiding the ecological protection and high-quality development of the Yellow River Basin at present and in the future. It is considered as an important basis for formulating and implementing relevant planning schemes, policies and measures. The planning period is to 2030, the medium-term outlook is to 2035, and the long-term outlook is to the middle of this century. The planning scope covers the relevant county-level administrative regions of nine provinces and regions of Qinghai, Sichuan, Gansu, Ningxia, Inner Mongolia, Shanxi, Shaanxi, Henan and Shandong through which the trunk and tributaries of the Yellow River flow, with a land area of about 1.3 million square kilometers and a total population of about 160 million at the end of 2019. The development goals are: by 2030, the relationship between people and water in the Yellow River Basin will be further improved, the level of watershed governance will be significantly improved, the pattern of ecological co-governance, environmental protection and coordinated development between urban and rural areas will be gradually formed, the modern flood control and disaster reduction system will be basically completed, the water resources guarantee capacity will be further improved, the quality of ecological environment will be significantly improved, the status of national grain and energy bases will be continuously consolidated, remarkable achievements will be made in rural revitalization, the cultural influence of the Yellow River will be significantly expanded, the level of basic public services will besignificantly improved, the people in the river basin will have a more affluent life, and their sense of happiness and security will be significantly enhanced; By 2035, major strategic achievements will be made in the ecological protection and high-quality development of the Yellow River Basin, the ecological environment of the Yellow River Basin will be comprehensively improved, the ecosystem will be healthy and stable, the level of economical and intensive utilization of water resources will be leading in the country, the modern economic system will be basically completed, the Yellow River culture will be developed prosperly, and the people's living standards will be significantly improved. The Planning Outline calls for strengthening the capacity-building of water conservation in the upper reaches, strengthening water and soil conservation in the middle reaches, promoting the protection and ecological governance of wetlands in the lower reaches, strengthening the economical and intensive utilization of water resources in the whole basin, making every effort to ensure the long-term stability of the Yellow River, strengthening the treatment of environmental pollution, building a modern industrial system with distinctive advantages, building a new pattern of regional urban and rural development, strengthening infrastructure interconnection, protecting, inheriting and carrying forward the Yellow River culture, making up for the shortcomings and weaknesses of people's livelihood and accelerating the pace of reform and opening up.
