These Measures are enacted in accordance with the Law on the Prevention and Control of Environmental Pollution caused by Solid Waste, aiming to strengthen the supervision and management of hazardous waste transfer activities and prevent environmental pollution. The Measures cocnist of 32 articles divided into 6 Chapters: Gernal provisions; Responsibilities of relevant parties; Operation and management of hazardous waste transfer forms; Trans- provincial transfer management of hazardous wastes; Legal liabilities; Supplementary provisions. For trans-provincial transfer of hazardous waste, an application shall be submitted to the provincial competent department of ecological environment in the place where the hazardous waste is removed. The provincial competent department of ecological environment in the place of removal shall approve the transfer of the hazardous waste after obtaining the consent of the provincial competent department of ecological environment in the place of acceptance. Without approval, the hazardous waste shall not be transferred.
