Complex Program of the development of biotechnologies in the Russian Federation for the period until 2020 is a nationwide policy document approved by the Governmental Commission on High Technologies and Innovations. The scope of the Complex Program is Russia's rise to a leading position in the fields of biotechnology development, including number in certain fields of biomedicine, agrobiotechnology, industrial biotechnology and bioenergy, and the creation of a global competitive sector of the bioeconomy, which, along with the nanoindustry and information technology should become the basis for modernization and construction of post-industrial economy; by 2015 - the development of domestic demand and export of biotechnological products; creation of production and technological bases for the formation of new sub-sectors of industries capable of long-term perspective replace a significant part of the products, manufactured by chemical synthesis, products of biological synthesis; creation of technological and pilot bases for the formation of biofuel industry; by 2020 - establishment of institutional conditions for deep modernization of the technological base of relevant industries through mass production methods and products of biotechnology; integration of science and technology sector of Russia into the international system of knowledge with access to advanced development of scientific potential, focused on creation of knowledge and technologies capable of ensuring, along with nanotechnology and information technology, to provide modernization of the industrial sector. The objectives of the Complex Program shall be as follows: (a) creation of development infrastructure for biotechnology in Russia; (b) formation and implementation of priority innovative and investment projects in biotechnology; (c) large-scale deployment of bioindustry in the regions of Russia in all biotechnology sectors; (c) support for the development of life sciences and physics of chemical biology; (d) creation of modern educational programs and training systems in the fields of biotechnology; (e) conservation and development of bioresource potential of the Russian Federation as a basis of bioindustry; (f) solution of topical social economic, energy, environmental and other problems of the country by methods and means of biotechnology; (g) integration of domestic biotechnology into world bioeconomy; and (h) improvement of legal, economic, information and organizational base for the development of biotechnology. Expected results: (a) 8.3 times increase in consumption of biotechnological products in the Russian Federations; (b) increase in manufacturing of biotechnological products in the Russian Federation 33 times; (b) reduction in the share of imports in consumption of biotechnological products by 50%; (c) increase in the share of exports in manufacturing of biotechnological products in more than 25 times; (d) in the field of medical care - at the expense of widespread use of new methods of diagnostics and personalized practice medicine will dramatically increase the effectiveness of treatment; (e) in the field of ecology - will be created effective methods of elimination of pollution and prevention of harmful anthropogenic environmental impact; (f) in the field of agriculture – implementation of biotechnology will contribute to food security of the country. The development of the bioenergy sector will promote the emergence of new available energy sources.
