NEPAD Strategic Plan for the period 2014-2017.

This Strategic Plan for the NEPAD Agency is a multilateral document for the period 2014-2017 developed to achieve some fundamentals such as (i) facilitating and coordinating the implementation of Africa’s priority programs and projects; (ii) mobilizing resources and partners in support of their implementation; (iii) monitoring and evaluating the progress made; (iv) conducting and coordinating research and knowledge. These fundamentals have the final goal of mitigating poverty and its effects on building a prosperous future, but now a new ambition is added: transforming Africa. The Strategy is based on the core principles of the NEPAD Framework consisting of leadership, ownership and participation and on a theory of change that describes preconditions or drivers that are considered as required to bring about a given long-term goal (transformation) through a pathway of change. The document tries to answer the following priority matters in order to identify the levers for the transformation (i) employment, particularly of the youth; (ii) political economy issues and and interventions to modify the conditions of access to resources and conditions of insertion into markets; (iii) fight against inequality in terms of access to resources, especially for the most vulnerable, women, young people, but also in the conditions of distribution of added value and profits; (iv) good governance of natural resources; (v) involvement of stakeholders (private sector, professional groups, employees, local authorities; (vi) fair integration of Africa into the community of nations. The strategic orientations adopted to tackle the aforementioned issues are (i) considering the political economy of development: to address the issues approaches by sector are not sufficient, rather it is necessary to ensure cross-sectoral interventions to better take into account the interactions between them as well as the interests and possible conflicts between social actors as these are often the main blocking factors for change and transformation; (ii) increasing participation for broad-based support taking into account the interests of stakeholders for the effective implementation of programs and interventions; (iii) focusing on impact and fostering innovative thinking so that to highlight the capacity of Africans to lead their destiny; (iv) improving execution and innovation capacities for increased ownership to make the people become agents of change and reduce the dependency from international donors through more domestic funding.
