This Biodiversity Conservation and Utilization Plan of Hebei Province（2021—2030) is a sectoral plan at the provincial level. The short-term objectives are: By 2025, the loss biodiversity will be basically controlled. All kinds of nature reserves account for more than 7.41% of the land area, and the protection rate of the number of species of wild animals and plants under national key protection will reach 80%. Monitoring and impact assessment of biodiversity in the province will be carried out, the basic database and management platform of biodiversity information will be built, and the dynamic monitoring mechanism of major invasive species will be basically established. Long-term objectives are: By 2030, biodiversity will be effectively protected. The number and area of various nature reserves will reach a reasonable level, and the ecosystem, species and genetic diversity will be effectively protected. Ex situ protection and artificial breeding of rare and endangered animals and plants in Hebei Province will be strengthened to form a certain number of endangered animal and plant populations. The biodiversity monitoring, assessment and early warning system will be established and improved,the entry and exit management system of biological germplasm resources, the benefit sharing system of biological genetic resources will be improved. To achieve the objectives, the main tasks are proposed in the Plan, including: Strengthen basic research and capacity building for biodiversity conservation; Strengthen the on-site protection and ex-situ protection of biodiversity; Promote the sustainable development and utilization of biological resources; Coordinate the relationship between economic development and biodiversity conservation, research and innovate biotechnology, and promote the sustainable use of biological resources; Improve the ability to prevent and control the invasion of alien species.
