These Measures are formulated to standardize the implementation of administrative penalties for ecological environment, supervise and ensure that competent ecological environment authorities implement administrative penalties in accordance with the law, maintain public interests and social order, and protect the legitimate rights and interests of citizens, legal persons, or other organizations.
