The Biomedical Advanced Research and Development Authority (BARDA) Strategic Plan 2022 – 2026 is a national cross-sectoral strategic plan of the United States of America. Its main objective is to improve preparedness and response through public-private partnerships that advance research and development, manufacturing, and procurement of medical countermeasures (MCMs) that protect against health security threats such as chemical, biological, radiological, and nuclear (CBRN) incidents, pandemic influenza, COVID-19, and other emerging infectious diseases. More specifically, the Plan aims to rapidly develop safe, effective medical countermeasures accessible to all Americans; accelerate the development of agile MCMs that can pivot and be brought to scale in response to new threats; catalyze innovation across the MCM development pipeline; embrace end-user needs and promote interventions across the continuum of care; protect all members of our communities against an evolving threat landscape; enhance and maintain a sustainable, mission-ready response posture; enhance BARDA’s response posture by leveraging a diverse MCM portfolio of proven technologies; build a resilient, surge-capable, flexible manufacturing ecosystem that prioritizes increased domestic capacity; enhance and sustain response-ready support services; leverage acquisition vehicles that enable rapid response; ensure BARDA’s response posture accounts for the needs of all segments of the population; leverage mechanisms to foster flexible partnerships; advance new, adaptable partnership models; foster existing and establish new partnerships; enhance sustainability by supporting development and repurposing of products and technologies with commercial value; expand partnerships with socially and economically disadvantaged businesses; build and support a world class workforce; recruit and retain leading experts across the BARDA enterprise; promote diversity across BARDA; expand career development and mentorship opportunities; and adopt modern business, analytics, and communications tools to enhance efficiency. Among others, the Plan also provides to revitalize the armamentarium of antibiotics that could be stockpiled to address antimicrobial resistant threats that could complicate any public health emergency; and to expand commitment to combat antimicrobial resistance through: establishment of the follow-on to the CARB-X program and continue support of the CARB; accelerator resulting in the transition of at least two antibacterial candidates from the Accelerator into the BARDA advanced research and development portfolio; FDA approval of at least three novel antibacterials; procurement of approved novel antibacterials through Project BioShield; and development of at least one new diagnostic to inform appropriate antibiotic use.
