This Bulgarian National Air Pollution Control Program for the period from the year 2020 until the year 2030 was developed on the basis of an Agreement between the Ministry of Environment and Water and the International Bank for Reconstruction and Development, ratified by law by the National Assembly. The development of the program is in accordance with Article 6 of Directive (EU) 2016/2284 of the European Parliament and of the Council of 14 December 2016 on the reduction of national emissions of certain atmospheric pollutants, on the amendment of Directive 2003/35/EC and on repeal of Directive 2001/81/EC (Directive (EU) 2016/2284). The main objective of the program is to fulfill the reduction obligations by 2020 and 2030 of the total annual anthropogenic emissions of the following atmospheric air pollutants: sulfur dioxide (SO2), nitrogen oxides (NOx), non-methane volatile organic compounds (NMVOCs), ammonia (NH3) and fine particulate matter (PM2.5), relative to emissions for the specified in Directive (EU) 2016/2284 for base year 2005. The program includes the objectives, the applicable measures that should lead to a reduction of emissions, the deadlines for the implementation of the measures, the necessary financial resources and the responsible institutions. The intended measures are in sectors that are more significant sources of emissions in the ambient air, such as agriculture, road transport and domestic heating. In addition to meeting the requirements of Directive (EU) 2016/2284, the reduction of emissions should contribute to the achievement of ambient air quality standards (AQC), that is, the achievement of pollution levels that do not lead to significant negative impacts and risks for human health and the environment. The National Air Pollution Control Program will also contribute to the achievement of other goals: The EU's long-term goal of achieving levels of CVD in line with the CVD guidelines published by the World Health Organization; EU biodiversity and ecosystem objectives in line with the Seventh Environment Action Programme; Better synergy between the EU's EPA policy and other EU policies, in particular climate and energy policies.
