Flemish Public Procurement Plan.

This Public Procurement Plan provides a more strategic and coordinated use of the public procurement instruments, in order to contribute to the realisation of the Flemish government's objectives, and to implement a professional and innovation-oriented purchasing policy, focusing on the strengthening of innovative circular economy and on the marketing of innovation and growth opportunities, especially among small and medium-sized enterprises. Starting from an efficient use of public instruments, the Plan focuses on further objectives of the Flemish government, such as: ensuring energy transition towards renewable sources; reducing human rights violations in the production chain; reducing environmental pressure and minimising environmental impacts; strengthening cooperation with the private sector; ensuring compliance with International Labour Organisation standards; inclusion of social principles and criteria in public procurement. The Plan identifies six main themes: professionalisation of the purchasing policy; realisation of end-to-end electronic procurement; promoting participation of small and medium-sized enterprises; promoting ethical procurement and strengthening integrity standards; improving sustainable and innovative procurement; public procurement as an instrument for strategic projects.
