This Renewable Energy and Energy Efficiency Strategy and Action Plan serves as a comprehensive guide for policymakers in the EA-SA-IO region. It aims to (i) facilitate the transition to a more sustainable and inclusive energy system, fostering economic growth and improving citizens' quality of life; (ii) promote the adoption of Renewable Energy and Energy Efficiency technologies and services; and (iii) support Member States in formulating national strategies and action plans to accelerate the sustainable energy transition and foster development within a unified market. To establish a common market for renewable energy and energy-efficient technologies and services, it is imperative to advocate for the development of regional technology standards and the exchange of knowledge regarding effective policy measures, renewable energy resources, as well as successful market development strategies, incentives, and business models. The report presents a comprehensive strategy to bolster renewable energy adoption and amplify energy efficiency across the region. Prioritizing these initiatives can help countries diminish reliance on fossil fuels, combat climate change repercussions, and bolster energy accessibility for all citizens. It stresses the necessity of harmonizing regional energy policies with global sustainability targets, like the United Nations Sustainable Development Goals and the Paris Agreement. Embracing renewable energy technologies and enacting energy efficiency measures can forge a more sustainable and resilient energy sector, aligning with long-term development objectives. Additionally, the report underscores the potential advantages of investing in renewable energy and energy efficiency, including job creation, energy security, and environmental preservation. By harnessing the region's abundant renewable energy sources—such as solar, wind, and hydropower—countries can diversify their energy portfolio and curtail greenhouse gas emissions. The overarching aim of the REEESAP is to upscale and harmonize policy, legal/regulatory, institutional, and financing frameworks while enhancing capacities. This is geared towards fostering increased adoption of RE/EE energy systems, appliances, and services throughout the region. The ultimate objective is to realize the Vision of establishing a flourishing market for Renewable Energy and Energy Efficiency (RE/EE) trading and investment in the EA-SA-IO region by 2030. To achieve this, the outlined Strategic Objectives include: (i) establishing a harmonized, common regional market for trading RE/EE technologies and services in the EA-SA-IO Region; (ii) cultivating a conducive and enabling environment for private sector participation and investment in RE/EE initiatives across the region; (iii) developing harmonized standards for measurements, testing, verification, and accreditation of RE/EE technologies and service providers; (iv) bolstering capacities in RE/EE institutions, technology, and human resources for both public and private sectors; (v) creating a gender and climate change sensitive, sustainable environment for RE/EE initiatives; and (vi) coordinating communication and planning efforts across the region concerning RE/EE.
