Presidential Decree No. UP-144 validating “Concept for improving the system of seismic safety of the population and territory of the Republic of Uzbekistan until 2025.”

The Concept defines strategic goals, priority directions, tasks, plans for medium- and long-term development of the field of seismology and, ensuring seismic resistance of structures and seismic safety, and also forms the basis for the development of programs and comprehensive measures in this sphere. State policy in the field of seismology, provision seismic resistance of structures and seismic safety is aimed at ensuring the successful implementation of programs across the country and regions, and industries, increasing the potential of the sector through the effective use of scientific and technical resources. The Concept, based on the study of global trends, determines the goals, tasks and key directions for improving the support system of seismic safety of the population and the national territory up to 2025, as well as directions for reforming priority measures based on scientific and technical achievements, innovative ideas, developments and technology. The strategic goals of the Concept are the definition and implementation of scientific, practical, programmatic and organizational work until 2025 with the identification of strategic directions for protecting the population living in seismically active zones of the country, various types of buildings and structures, and engineering infrastructure from seismic hazards. The implementation of the Concept will create the opportunity for sustainable socio-economic development of the country in the future and rational distribution of available resources in emergency situations. The strategic objectives of ensuring seismic safety of the population and national territory are: (a) training all segments of the population in the rules of action before, during and after an earthquake and developing comprehensive measures to improve their preparedness; (b) development of scientific, practical and innovative research on the implementation of seismic hazard, impact and risk assessment based on foreign experience and the development of regulatory legal acts on their basis; (c) assessment of various levels of seismic risk in seismically active zones and development of scientifically based measures to reduce losses from earthquakes; (d) implementation of the development of a draft master plan for urban areas based on seismic microzoning maps; (e) expansion of fundamental, applied, innovative and investment projects in the field of seismic resistance of buildings, structures and communications, structural strength, development and widespread implementation in practice of recommendations and proposals for improving seismic construction technologies; (f) scientific developments in the field of seismic resistance and ensuring seismic safety of structures, ensuring their implementation in the field of seismic safety; (g) development of a set of measures for areas with a high probability of earthquakes to reduce the consequences of their damage, taking into account local conditions; (h) development of methods, new design solutions for seismic protection of buildings and structures, calculation of practical problems to ensure seismic safety of territories; creation of a system for monitoring the seismic resistance of reservoir dams and waterworks; (i) creation of an acceptable legal, investment and infrastructure environment to support and accelerate the development of research to ensure seismic safety of the national territory; and (j) training of qualified personnel in the field of seismic safety, advanced training of scientists in leading foreign scientific centers and manufacturing enterprises, development of international cooperation.
