Rural areas shall be intended rural settlements, rural areas that are part of urban settlements, municipal districts, urban districts (with the exception of the municipal formation of the city of Krasnodar). Subsidies shall be allocated to local budgets of municipalities in order to co-finance the expenditure obligations of municipalities for the organization of electricity, heat, gas and water supply to the population, sanitation, organization of improvement in terms of the implementation of projects for the arrangement of engineering infrastructure facilities and improvement of sites located in rural areas for compact housing development, within the framework of which the following is carried out: (a) construction of engineering infrastructure facilities (organization of storm drains, arrangement of public wells and standpipes); and (b) organization of landscaping, including preservation and restoration of natural landscapes and objects of historical and cultural heritage). Local government bodies of municipalities shall submit reporting to the ministry within the time limits and in the forms provided for in the agreements. Local government bodies of municipalities are responsible for the unreliability of information submitted to the ministry and misuse of subsidies. This Regional State Program establishes criteria for allocation of subsidies, methodology for the distribution of subsidies, terms and conditions for allocation of subsidies, and assessment of the utilization efficiency of subsidies.
