This Governor’s Decree appoints the regional Ministry of Natural Resources coordinator of the Regional State Program of "Environmental protection, reproduction and use of natural resources, development of forestry" and it shall include subprogram "Environmental protection and ensuring environmental security", subprogram "Forests of Kuban", subprogram "Protection and rational use of wildlife and development of hunting" and subprogram "Development of the water management complex". The goal of the Regional State Program is to increase the level of environmental safety and preserve natural ecosystem, to increase the efficiency of use, protection, guardianship and reproduction of forests, afforestation, to ensure the conservation and reproduction of hunting resources and wildlife, to develop the water management complex. Objectives of the state program: (a) increasing the efficiency of performing government functions, protecting the environment and increasing the level of environmental safety; (b) developing forestry, preserving and studying wildlife and its habitat as part of the sustainable development of the region, developing hunting; (c) ensuring the protection of the population and economic facilities from floods and other negative impacts of water, protection of waterbodies or their parts, preservation and restoration of waterbodies to a state that provides environmentally favorable living conditions for the population, as well as timely identification and prediction of the negative impact of water, prevention of the development of negative processes affecting the condition of waterbodies. List of target indicators of the Regional State Program: (a) the share of the territory occupied by protected natural areas of regional and local significance; (b) the ratio of the average area of one fire in the current year to the average area of one fire over the past three years (not counting the current year); (c) validation of a regulatory legal act of the head of the regional administration (governor) on approval of the limit on hunting of game; and (d) the length of new engineering protection and bank protection structures that are state-owned in the regional territory.
