The present Act applies to the implementation of the identification and notification system as provided for in Council Regulation (EC) No 1469/95 on measures to be taken against certain beneficiaries of transactions financed by the Guarantee Section of the European Agricultural Guidance and Guarantee Fund and Commission Regulation (EC) No 745/96 laying down detailed rules for the implementation of Council Regulation (EC) No 1469/95. The purpose of the identification system is to identify those operators whose reliability, based on past experience regarding their correct performance of obligations, is considered questionable. The Ministry of Agriculture and Forestry shall responsible for the registers needed for the implementation of this Act.
