The SADC Programme for Transfrontier Conservation Areas (TFCAs) is a multilateral initiative designed to transform SADC into a cohesive network of TFCAs where shared natural resources are sustainably managed to promote socioeconomic development and regional integration for the benefit of local communities, the SADC region, and the global community. Recognizing that transboundary natural resources are shared assets with significant potential for biodiversity conservation and rural socioeconomic development, the program is supported by key protocols and strategies, including the SADC Protocol on Wildlife Conservation and Law Enforcement (1999), the SADC Protocol on Forestry (2002), the SADC Protocol on Shared Water Courses (2002), and the SADC Regional Biodiversity Strategy (2006). The foundation of SADC TFCAs is the principle that conservation should actively involve multiple stakeholders - governments, the private sector, local communities, and NGOs - in the planning and management of natural resources, ensuring that local communities who bear the costs of wildlife conservation benefit from the sustainable use of these resources. The development of SADC TFCAs is not standardized, and spatial parameters and levels of cooperation vary, from basic communication between officials to joint activities by partnering countries. The SADC TFCAs Programme encompasses seven key components with specific objectives, activities, and outputs at regional, sub-regional, and national levels (1) Advocacy and Harmonization: This component focuses on promoting political will and national acceptance for TFCA development, advocating for policy and legal framework harmonization to facilitate the creation of regional standards and resolve policy conflicts, thereby ensuring effective management and expansion of TFCAs; (2) Enhancement of Financing Mechanisms: Addressing the funding challenges for TFCA development and management, this component emphasizes leveraging financial and technical support from SADC Member States and international cooperating partners (ICPs), exploring new financing mechanisms, and potentially establishing a regional TFCA fund; (3) Capacity Building for TFCA Stakeholders: Successful TFCA development relies on building the capacity of key stakeholders through tapping into existing expertise and closely coordinating with national and regional institutions; (4) Establishment of Data and Knowledge Management Systems: This component aims to create a SADC-wide information exchange and innovation network, facilitate the collection and dissemination of TFCA-related information, and develop robust monitoring and evaluation systems to assess progress and refine management approaches; (5) Enhancement of Local Livelihoods: Recognizing the critical link between rural livelihoods and biodiversity, this component promotes participatory planning processes to ensure that local communities benefit from TFCA activities, align with poverty alleviation strategies, and increase investments in cross-border infrastructure and tourism to boost local economies; (6) Reducing Vulnerability to Climate Change: With the region's susceptibility to climate variability and change, this component focuses on mitigating the impacts of rising temperatures and changing rainfall patterns on TFCAs, biodiversity, ecotourism, agriculture, water resources, and the well-being of communities; (7) Development of Marketable Regional Tourism Products: Identified in SADC’s strategic development plans, this component aims to enhance regional integration and cooperative tourism by developing TFCAs as tourism destinations, generating employment, and contributing to rural development and poverty reduction. The SADC TFCA Programme will be implemented at the SADC Secretariat, national, and TFCA levels, with the Food Agriculture and Natural Resources (FANR) Directorate at the Secretariat responsible for policy guidance, harmonization of natural resource management and tourism policies, and requiring additional staff including a TFCA Programme Officer and an Assistant Programme Officer for effective support.
