The Agenda for Change is a strategic initiative proposed by the European Commission aimed at enhancing the effectiveness of the EU’s development policy. This initiative is part of the EU’s broader commitment to global solidarity and sustainable development. The key aspects of the Agenda are: poverty reduction in a rapidly changing world; human rights, democracy and other key elements of good governance; inclusive and sustainable growth for human development; social protection, health, education and jobs; business environment, regional integration and world markets; sustainable agriculture and energy; differentiated development partnerships; coordinated EU action; improved coherence among EU policies; and embracing the Agenda for Change. The Agenda emphasizes achieving tangible outcomes in poverty reduction. Appropriate combination of policies, tools, and resources will be selected to effectively and efficiently combat poverty within the framework of sustainable development. It advocates for concentrating resources on a limited number of sectors to maximize impact. Priority areas include governance, social protection, health, education, and sustainable agriculture. Support in agriculture will be provided to shield developing countries from resource scarcity and price volatility, laying the groundwork for sustainable growth. The EU seeks to address inequalities by improving access to land, food, water, and energy for the poor, while protecting the environment. In agriculture, the EU will promote sustainable practices, prioritize local methods, support smallholder farms, and enhance supply chains. Additionally, it will work on improving nutritional standards, food security governance, and reducing food price volatility globally. The EU aims to increase support for oversight and governance reforms to ensure sustainable and transparent management of natural resources, focusing on improving the resilience of developing countries to the consequences of climate change. The Agenda recognizes that different countries have different needs and capacities. Therefore, it proposes tailored approaches based on specific country contexts. It promotes inclusive and sustainable green economic growth, aiming to create jobs and improve living standards in developing countries. Market opportunities for cleaner technologies, energy and resource efficiency, low-carbon development will be supported while stimulating innovation, the use of ICT, and reducing unsustainable use of natural resources. The Agenda encourages stronger partnerships with developing countries, other donors, and international organizations to enhance coordination and effectiveness. It stresses the importance of ensuring that all EU policies are coherent and support development objectives.
