This Law, comprising 14 articles, governs water resource management across GCC countries. Article 2 designates water resources as public property to be used in accordance with the Law's provisions. The management, protection, and sustainable use of these resources fall under the jurisdiction of each country's designated water authority, which is responsible for the following (i) establishing rules and measures to conserve and protect water from pollution; (ii) organizing fair water distribution and supply systems; (iii) regulating well-drilling, dam construction, and other water-related infrastructure, including identifying suitable areas for agricultural, industrial, or other purposes; (iv) issuing permits for well-drilling and other related activities; (v) implementing measures to prevent water leakage and pollution; (vi) monitoring compliance with this Law through inspection. The use of water addressed in this law pertains to human consumption, animal use, agriculture, and industrial or construction purposes, as well as other uses, with priorities to be determined by the head of the competent authority. In emergency situations, the competent authority is authorized to take necessary actions to address the crisis while prioritizing water conservation. Permits are required for all interventions involving water resources, including well-drilling and dam construction. The authority may revoke permits in cases of non-compliance.
