The Human Development Strategy defines the goals and main tasks facing the state in the field of human development as a direction for ensuring the national security of Ukraine, as well as indicators of achieving goals, which ensures the possibility of monitoring, effective planning, and proper assessment of social investments in human potential. The goal of implementing the Strategy is to create conditions for the comprehensive development of a person throughout life, expanding opportunities for realizing the potential and freedom of the individual, and their civic activity for the sake of forming a cohesive community of citizens capable of active creative participation in the harmonious, balanced and sustainable development of the state. Strategic goal 1. Improving the medical and demographic situation in Ukraine envisages creating conditions for the development of public-private partnerships in the healthcare sector and ensuring the transition of all public healthcare institutions to market mechanisms of operation; development of an effective state public health system to ensure the sanitary and epidemiological well-being of the population, biological safety and biological protection, and the prevention of infectious and non-infectious diseases; biological safety and biological protection, and the prevention of infectious and non-infectious diseases. Strategic goal 2. Development and integration into the global scientific space envisages ensuring the development of research and innovation infrastructure; national involvement in international scientific programs and organizations. Strategic goal 3. Development of cultural heritage envisages ensuring the accessibility of cultural heritage and the institutional capacity of cultural heritage protection bodies; the formation of a national data infrastructure in the areas of cultural heritage protection. Strategic goal 4. Improving living standards, boosting employment, and ensuring social support for the population envisages facilitating the conditions for running small and micro businesses; harmonization of national labor legislation with international principles. Strategic Goal 5. Ensuring equal rights and opportunities for women and men in all spheres of society and implementing the best European standards of gender equality envisages adherence to the principles of gender equality and non-discrimination in regulatory documents in labor sphere; gender mainstreaming in economic and social development programs; ensuring the development of a system for monitoring the implementation of a gender approach through use of the gender analysis, expertise and audit mechanism; creation of a comprehensive system for responding to cases of gender discrimination.
