This One Health Operational Plan 2024–2027 is a comprehensive, nationwide document that transforms the National One Health Strategic Framework 2023–2027, which outlines the roadmap for implementing One Health in Egypt across five key themes, into action, offering clear guidance for partners and stakeholders to effectively integrate the One Health approach at all levels. Accompanying the Plan is a comprehensive Monitoring and Evaluation (M&E) framework, designed to track outputs, measure outcomes, and assess impact, ensuring accountability and effectiveness. The methodology for developing the Operational Plan for the One Health Strategic Framework involves a systematic approach aimed at engaging relevant stakeholders and ensuring comprehensive monitoring and evaluation mechanisms. The activities included in the Operational Plan concern the following (i) Governance and Leadership, aiming to formalize the coordination mechanism for One Health; (ii) Enhancing One Health Capacities, aiming to strengthening capacities to support the effective implementation of the One Health approach; (iii) Surveillance, Early Warning and Joint Risk Assessment, aiming to develop a coordinated multisectoral surveillance system; (iv) Joint Planning for Preparedness and Response, aiming to enhance preparedness and response to outbreaks and public health events; (v) Effective Risk Communication and Community Engagement, aiming to raise and enhance awareness regarding One Health and priority health threats; (vi) Cross-Border Partnership and Networking, aiming to establishing partnerships and networking with neighbouring countries, other countries, and international organizations; (vii) Applied Research and Innovation, aiming to support the One Health research agenda for Egypt and advocate for innovative and sustainable solutions. The One Health Monitoring and Evaluation Framework is built on a Theory of Change that provides a structured approach to achieving sustainable health outcomes and guides the effective implementation of One Health in Egypt. This theory of change is supported by three key pathways (1) Policy, Legislation, Advocacy, and Financing, which focuses on policy development, political commitment, regulatory frameworks, investment, and intersectoral governance; (2) Organizational Development, Implementation, and Sectoral Integration, which includes capacity building, community engagement, multisectoral coordination, and equitable sectoral integration; (3) Data, Evidence, and Knowledge, which emphasizes strengthening the scientific evidence base and translating data into actionable technical tools, protocols, and surveillance systems. Guided by this framework, the One Health Operational Plan aims to achieve the following two main results (1) improving the health of humans, animals, plants, and the environment through sustainable One Health solutions; (2) reducing health risks and impacts at the human–animal–plant–environment interface by applying an efficient, effective, and equitable One Health approach. To achieve these results, the One Health Operational Plan will accelerate action towards key Intermediate Results, focusing on advocacy, political commitment, and investment; enhanced coordination, communication, and capacity-building; strengthened cross-sectoral collaboration for inclusive strategies; and the development and integration of harmonized tools, technologies, and data-driven practices.
