Nyamira County Climate Change Action Plan 2023-2028.

This County Climate Change Action Plan aims at implementing the County's development goals and provides mechanisms and measures to achieve low carbon climate resilient development, in a manner that prioritises adaptation, and recognises the essence of enhancing the climate resilience, and therefore it is based on the National Climate Change Action Plans (NCCAP) 2013/2027, 2018/2022, and on the United Nations Framework Convention on Climate Change (UNFCCC) process, ratifying the Kyoto Protocol in 2005. This Action Plan describes how climate change impacts the County's economy, largely based on agriculture, and particularly the following sectors: water resources management, agriculture, fisheries and livestock; land use management; energy; public works; environment, disaster risk reduction; tourism, wildlife and culture; trade and extractive industry and public health. Furthermore, the Action Plan identifies four strategic sectors for implementing climate change mitigation and adaptation measures: agriculture; environment; water; disaster management, rural infrastructure and energy, with targeted actions over the five years 2023-2028 focused on: technology and innovation, capacity development and knowledge management, climate finance and resources mobilisation, transparency, measurement, reporting and verification. The Action Plan outlines the following priority climate change actions: concentrating efforts towards achieving climate change adaptation and mitigation objectives; supporting the achievement of sustainable development goals and the goals of National Policies; enhancing the adaptive capacity and resilience of communities, and facilitating community involvement in taking actions and measures; ensuring a clean carbon pathway development, focused on reducing emissions. Concerning the four strategic sectors, the Plan focuses on the following objectives and actions: promoting sustainable utilisation and access to safe water and sanitation services and application of Blue Economy principles, protection and conservation of water catchment areas, avoiding chemical pollution of water sources and using environmental friendly pesticides, application of solar energy in water supply, promoting water harvesting and storage; increasing agricultural productivity through innovation, irrigation, and application of modern technologies, strengthening extension services, application of agroforestry programmes, and implementation of reforestation projects, control of soil erosion, planting of cover crops, promoting agricultural insurance; improving environmental protection, through capacity building, green energy promotion, transition to clean cooking; physical planning projects to reduce floods and other natural disasters; strengthening early warning system; strengthening of pest surveillance services.
