Sikkim State Action Plan on Climate Change (2012-2030).

The Sikkim State Action Plan on Climate Change (SAPCC) outlines a comprehensive strategy to address climate change impacts and ensure sustainable development within the state. Recognizing its ecological fragility, mountainous terrain, and heavy reliance on climate-sensitive sectors like agriculture, forestry, and water resources, the Government of Sikkim has adopted a proactive approach. The SAPCC aligns with India’s National Action Plan on Climate Change (NAPCC), and identifies the most climate-vulnerable districts, particularly in the southern and western regions, where adaptive capacity is low and exposure is high. The climate change strategies outlined in the SAPCC focus on sector-specific interventions and long-term adaptation. For water security, the plan promotes rainwater harvesting, spring-shed revival, and improved storage systems. In agriculture and livestock, it recommends climate-resilient crops, soil conservation, improved irrigation, and protection of traditional varieties. Forestry and biodiversity strategies include afforestation, monitoring for invasive species, conservation of medicinal plants, and habitat protection. The SAPCC also aims to increase energy efficiency, safeguarding Sikkim’s hydropower from disasters. In urban and rural development, the focus is on climate-resilient infrastructure, solid waste management, and improved housing. Additional strategies include sustainable eco-tourism, health surveillance for climate-sensitive diseases, and the integration of climate education and research into state governance. The SAPCC envisions a climate-resilient and ecologically sustainable future through community engagement, institutional capacity-building, and policy integration. It prioritizes ecosystem-based adaptation, green growth, and regional cooperation while laying down a roadmap for phased implementation over the short, medium, and long term. By embedding climate concerns into the state’s planning architecture and development priorities, Sikkim seeks to safeguard its biodiversity, natural resources, and the wellbeing of its communities from adverse impact of climate change.
