This Law regulates the planning and promotion of production and consumption of energy from renewable sources, technologies for the use of renewable energy sources, certification of production facilities, incentive measures, implementation of production incentive systems, production of electricity by individual or community-based buyers, the method of maintaining registers and other issues of importance for this area. The text is divided into nine main thematic Chapters and a total of 79 articles. Titles of these Chapters are as follows: I. General provisions; II. Planning and encouraging the production and consumption of energy from renewable sources; III. Classification and certification of facilities for the production of electricity from renewable sources; IV. Implementation of incentive systems and balancing; V. Guarantee of origin of electricity produced from renewable sources; VI. Incentive measures for the production and use of energy from renewable energy sources; VII. Construction of energy plants and maintaining the project register; VIII. Supervision and penal provisions; and IX. Transitional and final provisions. The aim of this Law is to stimulate the production of electricity and heat from renewable energy sources and the use of energy from renewable sources in transport, for the purpose of consumption on the domestic market and increasing the share in gross final energy consumption, and to ensure the development of incentive mechanisms, a regulatory framework and technical infrastructure for renewable energy sources. Encouraging the production of electricity and heat from renewable sources, as well as the use of energy from renewable sources in transport, ensures: 1) implementation of energy policy in the Republika Srpska in terms of the share of energy produced from renewable sources in gross final energy consumption in the Republic; 2) reduction of the use of fossil fuels and increase of the use of renewable energy sources; 3) contribution to environmental protection by reducing the negative impacts of the use of fossil fuels; 4) support for the implementation of climate change goals and fulfillment of obligations under international agreements; 5) a more favorable environment for investors; 6) encouragement, introduction, application and development of new equipment and technologies, and the development of the domestic economy as a whole; 7) contribution to sustainable development, creation of new jobs places, especially through self-employment and development of entrepreneurship in the energy sector; 8) sustainability of the incentive system and application of operational state aid in the form of a market premium, except for small producers; 9) long-term energy security, increased security of electricity supply and development of the electricity sector as a whole; 10) more rational use and diversity of primary energy sources, creation of conditions for regional development, especially in rural and underdeveloped areas; 11) assumptions for quality disposal of certain types of waste; 12) active participation of end customers and local communities in the energy transition. The use of renewable energy sources shall achieve the goals of the Republic in the field of energy, as adopted by international agreements and strategic documents, and established by the Energy and Climate Plan of the Republic. The goals of the Republic on the share of energy from renewable sources by year, the quantities envisaged for incentives by technology, an overview of the types and methods of implementing incentives, as well as other issues, shall be regulated by the Program on the Use of Renewable Energy Sources, adopted by the Government of the Republika Srpska. Plants that use renewable energy sources to produce electricity, depending on the primary energy source, are classified into plants that use: 1) the energy potential of watercourses, 2) wind energy, 3) non-accumulated solar energy, 4) energy obtained from biomass, 5) energy obtained from biogas, 6) landfill gas and gas from municipal wastewater treatment plants, 7) energy from geothermal sources, 8) energy from other types of renewable sources, 9) energy from multiple renewable sources in combination.
