This Complementary Law creates the State Secretariat for the Recovery of the Doce River (SERD), a top-tier agency, under Law No. 3.043 of 31 December 1975. SERD is a substantive agency whose purpose is to support the execution, coordinate, guide, monitor, and oversee the planning and execution of projects and actions related to the repair, restoration, and compensation for socio-environmental and socioeconomic damages, in order to fulfill the obligations assumed by the State within the limits of the Judicial Agreement for Full and Final Reparation Related to the Collapse of the Fundão Dam (Agreement).
