Regulation No. 6 on public procurement in connection with the purchase of goods and services by public authorities and institutions.

The present Act lays down the rules for public procurement of goods and services in Greenland. Its purpose is to ensure effective competition, transparency, and the best possible use of public funds. The Act applies to procurements above certain value thresholds, with special rules for medical equipment and technical assistance in construction projects. Certain areas are exempt, such as construction works, legal and audit services, and joint procurement with EU countries. Fundamental principles of equal treatment, proportionality, and confidentiality must always be observed. Contracting authorities may conduct preliminary market dialogue, but must take measures to prevent distortion of competition. Procurement must be carried out through specific procedures: open tender, restricted tender, or negotiated procedure (with or without prior notice). These procedures set requirements for publication, deadlines, documentation, and award criteria, where the contract must be awarded to the most economically advantageous tender based on price, cost, or the best price–quality ratio. The Act also regulates grounds for exclusion, minimum suitability requirements, the handling of unacceptable bids, and the possibility to cancel a tender.
