Recommendation by ICCAT amending recommendation 18-08 on establishing a list of vessels presumed to have carried out illegal, unreported and unregulated fishing activities (21-13 GEN).

This ICCAT recommendation (21-13) strengthens and streamlines procedures for identifying, listing, and taking action against vessels engaged in illegal, unreported, and unregulated (IUU) fishing. It defines various IUU activities such as unlicensed fishing, underreporting catches, using prohibited gear, fishing during closed seasons, and transshipping with IUU-listed vessels. Contracting Party or a Cooperating non-Contracting Party, Entity or Fishing Entity (CPCs) must submit evidence on suspected vessels, after which the ICCAT Executive Secretary compiles a Draft IUU List. This list is reviewed by the Permanent Working Group (PWG). CPCs and non-CPCs whose vessels are listed must notify vessel owners, take corrective actions, and impose measures like denying port access, transshipment, imports, and flag registration to listed vessels. It applies to all types of vessels engaged in fishing or related activities managed by ICCAT.
