The Act restructured Germany’s public procurement law to align with EU directives and improve efficiency, transparency, and fairness in awarding public contracts. It established that procurement must follow competitive and transparent procedures, ensuring equal treatment of participants while considering quality, innovation, as well as social and environmental factors. The law also emphasized support for small and medium-sized enterprises (SMEs) by promoting contract division into smaller lots and mandating electronic communication in procurement procedures. Beyond general procurement rules, the law defined the responsibilities of different contracting authorities (public bodies, sectoral entities, and concession grantors), clarified applicable thresholds and exceptions, and set standards for various contract types (public works, supply, service, and concessions). It also strengthened review mechanisms through procurement chambers and courts, ensuring legal remedies for bidders. The text consists of 184 Articles.
