Recommendation by ICCAT amending recommendation 21-13 on establishing a list of vessels presumed to have carried out illegal, unreported and unregulated fishing activities (23-16 GEN).

The ICCAT Recommendation 23-16 amends Rec. 21-13 to strengthen measures against vessels engaged in illegal, unreported, and unregulated (IUU) fishing. It defines IUU activities, outlines procedures for CPCs (Contracting and Cooperating Parties) to report suspected vessels with supporting evidence, and establishes a process for developing draft and final IUU vessel lists. The recommendation requires investigations by flag States, ensures transparency in listing, and sets criteria for delisting vessels. Once a final IUU list is adopted, CPCs must deny listed vessels fishing authorizations, port access, transshipment, trade, or support, and take enforcement actions against owners and operators. It also provides for cooperation with other regional fisheries management organizations (RFMOs), allowing cross-listing of IUU vessels, and sets rules for intersessional additions or removals. The aim is to deter and eliminate IUU fishing, enhance compliance, and protect ICCAT-managed tuna and tuna-like species. The text icnludes two Addendums on ICCAT reporting form for IUU activity and Information to be included in all IUU Lists (Draft and Final).
