The Recommendation by ICCAT Amending Recommendation 09-11 establishes the ICCAT Bluefin Tuna Catch Documentation Scheme (BCD), a mandatory program for all Contracting Parties, Cooperating non-Contracting Parties, Entities, and Fishing Entities (CPCs) to track bluefin tuna from harvest to market. The scheme requires a completed and validated BCD for every consignment of bluefin tuna that is landed, delivered to or harvested from farms, domestically traded, imported, exported, or re-exported, with any movement without the required documentation being strictly prohibited. Validation by an authorized official (flag State, trap/farm State, or chartering CPC) confirms the catch information is accurate, within allocated quotas, and compliant with ICCAT conservation measures. For re-exports, a validated Bluefin Tuna Re-export Certificate (BFTRC), supported by the original BCD(s), is required. CPCs must communicate validated documents to the ICCAT Secretariat and trading partners.
