The ICCAT sets forth a framework for developing operational management objectives for North Atlantic swordfish, consistent with the Convention’s aim of maintaining stocks at or above levels supporting maximum sustainable yield (MSY). Panel 4 is tasked with formulating initial objectives—addressing stock status, safety, yield optimization, and Total Allowable Catch stability—based on conceptual guidelines, with flexibility to adjust, reject, or supplement them as needed. The SCRS is requested to evaluate strategies, including minimum size limits, within operating models to achieve these objectives. Panel 4 will submit its proposals to the SCRS Swordfish Species Group for review before final recommendations are presented to the Commission, with final adoption anticipated at the 2021 annual meeting, after which this resolution will be repealed.
